Variable in Media URL

Would it be possible to use a variable as a Media URL?

Use Case…

Say I have a weather title related to Winter Weather Alerts and another related to Severe Weather Alerts.
I’d like to make a media tile called “Weather Alerts” and from the months Nov-Mar - show the winter, otherwise show the Severe Weather.

Else…

Lets say there is a Weather Alert.
Replace a forecast URL with the Weather Alert until the alert passes…
