I see how I can tell it to start at 0800 and run for so many seconds, but not how to specify a window of time.

You can use an IF Condition as the first item in your rule flow.
So your Triggers would be the things that could kick off the rule execution and the IF Condition would limit the rule to only continue execution during a certain time period.
