Is there any way to display “live” backgrounds that move?
What type of live background do you want to use as the background? You can create a media resource using a GIF image, and then use it as the background. See the background in the screenshot below for example.

Ah… That could work. Just have to hunt for high quality GIFs. Or make my own.
