I am having trouble understanding why the changes to statements do not work , but when i change them to changes to and is not, the rule will work.
The goal is to trigger when someone leaves home, and the if condition checks if everyone has left home before arming the house.
What do the Rule Logs say when the device state changes? If the attribute from your trigger changes, you can enable the ‘Debug’ level of logging to see those events even if they don’t match the trigger state.
I was able to get this to work. I had a wrong value and after finding what they should be, it was working.

I stoodup up a hassio supervisor home assistant docker install, and configured the life360 addon. I then connected home assistant and smartthings to sharptools.
