Add a disable/enable toggle in Rule editor on the last line where it says
UPDATE CANCEL DELETE. DISABLE
Particularly helpful in troubleshooting ie. Temporarily stopping text/email messages or isolating conditional steps

Neat idea. Am I understanding right that you’re looking for the ability to disable an individual rule action (or step):
This is a great idea. I do this in Tasker all the time. I block out code when I’m testing or when it’s old and I just leave it in the Task as reference.

Yes but make it toggle with RESTORE as in commenting out code to avoid retyping at restoration
